BASIC FUNCTION/NATURE OF THE WORK: This is a highly-skilled and technical management level position that provides oversight of the financial operations for the Office of Facilities Services (OFS), to include the General Fund, Construction Fund, multiple bond issuances, proffer accounts, and various other monies. Budgets for these funds can range from $75 million to $150 million per year. This position directly supervises the work of bookkeepers and accounting technicians.

DUTIES AND RESPONSIBILITIES/ILLUSTRATIVE EXAMPLES OF WORK: include, but are not limited to the following:
Works collaboratively with all stakeholders in Providing A World-Class Education.
Provides leadership and direction in areas of responsibility to provide for the financial management of the OFS capital budget.
Establishes and develops short and long-range operational goals and objectives and performance standards; identifies and develops strategies for achieving goals; monitors and controls progress in accordance with pre-established performance standards; and implements changes as necessary.
Directs and manages human resources functions of supervised employees, to include the following: selects and hires staff; monitors and evaluates performance, and implements corrective action as necessary; fosters job enrichment and a professional attitude.
Supervises the OFS bookkeeper staff daily.
Monitors appropriate use of Division funds.
Identifies and incorporates legal and fiduciary requirements into capital monitoring and reporting.
Ensures that capital project activity is consistent with applicable laws and organizational rules and procedures.
Identifies external and internal stakeholder information needs.
Compiles budget and expenditure data for diverse stakeholders.
Plans and designs systems to collect, store, and analyze project data and report results.
Ensures data accuracy, integrity, and accountability with financial management system.
Controls and manages project budget changes.
Regularly monitors capital projects financial and project activity information.
Reviews project-related financial transactions to support budget review, auditing, and asset management.
Reviews expenditures, both in relation to the current budget, and over the entire project life.
Reviews encumbrances and estimates of planned expenditure activity.
Confirms continued availability and appropriateness of revenue sources identified in the capital budget.
Reports on project status and activities.
Produces project status reports.
Provides comparisons of actual results and anticipated results.
Reports on key project milestones, revenue, and expenditure activity, highlighting significant changes to project scope or costs.
Upon project completion, ensures that actions are taken to finalize project activity.
Evaluates monitoring and reporting activities.
Performs tasks in a regular, reliable, and predictable manner.
Completes other duties as assigned.
BASIC QUALIFICATIONS: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.
Bachelor’s degree in finance, accounting, business or related field is required; Master’s preferred. A minimum of three years progressively more responsible supervisory experience in a similar facilities organization or related field required. Certification as a Certified Public Accountant (CPA) is desirable; or any equivalent combination of education, experience, and training which provides the required knowledge, skills, and abilities. Requires a wide range of knowledge and experience in the financial management of capital projects. Familiarity with project management practices, software systems for project management and project accounting, and capital project reporting procedures.

Utilize Microsoft Office applications (Excel, Access, Word, and PowerPoint).
