GENERAL PURPOSE: Under general direction, assists with the coordination, development and implementation of formalized project risk assessment, risk mitigation, and risk management for all Sound Transit capital programs; coordinates the activities of strategic risk assessment on multiple projects in all states of project development; assists and coordinates value engineering activities and workshops; updates, maintains, and manages project risk registers to reflect current risk conditions; assists in the preparation of materials for Federal Transit Administration (FTA) for the New Starts reporting process, including periodic in-depth analysis and reporting in the Agency Progress Report (APR), and at quarterly FTA meetings; assists in managing consultants and consultant contracts relating to risk assessments and value engineering; and provides highly responsible administrative support to the Program Manager of Risk Engineering and Value Engineering.
Essential Functions The following duties are a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties. • Coordinate work activities and work products of assigned staff, consultants, and contractors; and provide training and technical expertise and assistance as needed on policies and procedures related to area of assignment. • Assist in the development, implementation, coordination, and management of a comprehensive risk management plan that clearly defines roles and responsibilities for all ST capital projects; follows methodology on how the Agency will identify and quantify project risks; implement and track risk response activities, and monitor and control risks throughout the life of the program; assists with conducting project risk analysis and risk mitigation, baseline cost and schedule contingency analysis using risk simulation and modeling tools such as Primavera Risk Analysis, @ Risk, and Crystal Ball; provide independent assessments and reports to management; provide well written reports of risk analysis results for review by management; and ensure publication and distribute final risk assessment reports to management and third party stakeholders. • Assist in the coordination of Value Engineering (VE) studies using a multi-disciplined team from the Agency and consultants to develop recommendations for important design decisions with the primary objective of value improvement and cost savings. • Assist in regularly reassessing contract and program contingency reserves for potential claims and unknown risks, incorporating information related to risks identified and quantified through its risk assessment processes; regularly integrate estimates for capital, support costs, and contingency reserves into a program-wide report; and ensure that reports to the FTA and other stakeholders reflect current data and provides an accurate representative of the program's status. • Provide support in managing consultant contracts relating to risk management and value engineering, including scope development, negotiations, facilitation, and report development and presentation. • Update and maintain all the project risk registers to reflect current risk conditions and provide monthly and quarterly reports to management, FTA, and other stakeholders. • Support Federal and/or State reviews of project scope, schedule and budget; produce status reports as required; serve as liaison with other divisions or outside agencies as assigned; and perform other related duties as required and as assigned by the Program Managers of Risk Engineering and Value Engineering. • Provide general cost estimating and schedule project control support for specific capital projects, as necessary. • It is the responsibility of all employees to follow the Agency safety rules, regulations, and procedures pertaining to their assigned duties and responsibilities, which could include systems, operations, and/or other employees. • It is the responsibility of all employees to integrate sustainability into everyday business practices. • Other duties as assigned.
Minimum Qualifications Education and Experience: Bachelor's degree and a minimum of four years of experience in participation of a formalized project risk assessment, risk mitigation, and risk management program including cost and schedule risk identification, tracking, and mitigation processes, preferably in a transit or transportation related environment; OR an equivalent combination of education and experience. Participation in at least 2 formal risk assessment studies.
Required Licenses or Certifications: None.
Required Knowledge of: • Operations, services, and activities of an engineering principles and practices of civil engineering. • Understanding of construction methods, scheduling theory, basic engineering principles, Primavera scheduling software experience, organizational skills. • Design documents, Internet, software manuals, Primavera scheduling software, risk analysis and simulation software, and proven practical experience. • Principles and practices of program development and administration. • Risk assessment, identification and strategic planning. • Techniques to work effectively under pressure, meet deadlines, and adjust to changing priorities. • Principles of business letter writing and basic report preparation. • English usage, spelling, grammar, and punctuation. • Modern office procedures, methods, and equipment including computers and computer applications such as word processing, spreadsheets, and statistical databases.
Required Skill in: • Utilizing personal computer software programs affecting assigned work and in compiling and preparing spreadsheets and reports. • Establishing and maintaining effective working relationships with other department staff, management, vendors, outside agencies, community groups and the general public. • Interpreting and administering policies and procedures sufficient to administer, discuss, resolve, and explain them to staff and other constituencies. • Demonstrating a positive customer service orientation with both internal and external clients. • Reviewing, interpreting, and analyzing complex engineering plans, drawings, specifications, contract documents, and engineering reports for conformance to professional standards and approved budgets. • Assisting and coordinating formalized cost and schedule risk identification, tracking, and mitigation processes related to the activities of strategic risk assessment. • Presentation development and public speaking skills. • Applying appropriate oral and written communication techniques to various individuals. • Preparing and analyzing data and comprehensive reports. • Applying project management and program development techniques and principles. • Working cooperatively with other departments, Agency officials, and outside agencies. • Leading and delegating daily tasks, communicating, and providing feedback and work direction to assigned staff/consultants.
Physical Demands/Work Environment • Work is performed in a standard office environment. • Subject to standing, walking, bending, reaching, stooping, and lifting of objects up to 25 pounds; may occasionally be exposed to dangerous machinery and extreme noise when visiting construction sites and working in the field. • The Agency promotes a safe and healthy work environment and provides appropriate safety and equipment training for all personnel as required.
