Coordinated Construction Project Control Services has a Program Control Specialist position open. This position will be responsible for a variety of cost management functions for a portfolio of transit infrastructure construction projects.

The Program Control Specialist will be responsible for a variety of cost management functions for a portfolio of transit infrastructure construction projects in the Chicago Transit Authority’s capital improvement program. The Project Controls Cost Specialist works with projects’ funding, budgets, forecasts, cashflow projections, monthly expenditures, progress reports and analyses all as part of an effort to encourage on-time and on-budget project delivery. A successful candidate will be a proactive team player who possesses a balance of soft and technical skills. Abilities such as leading an organized meeting with client upper management and building relationships within the client’s organization are just as important as detailed data analysis and advanced Excel skills.
•Gather Project Information
- Proactively interact with project stakeholders to obtain funding, budget, and cost related information to ensure that each project's true Estimate at Completion (EAC) is being forecasted at all times. •Lead Project Controls Meetings - Lead monthly project controls meetings with senior CTA management for assigned projects. Production of meeting materials including, meeting minutes, Cost Summary Report, CTA Labor expenditure analysis, Change Order (CO) Logs and Funding Analysis. - Coordinate with stakeholders ahead of meetings so up to date information is being presented and there are no surprises. •Update Systems, Create Reports and Analysis - Use Excel pivot tables to blend cost data from disparate sources, create meaningful reports, and analyze them to provide the client with information that helps drive decision making and satisfies funding agency reporting requirements. - Produce cashflows by contract, project, program, and funding source(s) utilizing standard templates. Engage with stakeholders to gather the required information and drive cashflow development meetings, documenting all detailed assumptions in a clear, concise, and presentable way. - Analyze funding sources (may be upwards of 10 separate sources per project) and make recommendations to the client on how to fund specific contracts based on available funds and when they are needed per the project cash flow. - Review and analyze potential change order logs to ensure they are accurately reported across all systems and contain values needed to reflect proper EAC. - Monitor and adjust project contingency, in consultation with the project team, to reflect an accurate EAC. - Enter budgets, funding, contract commitments and forecasts in the client’s web-based project management system, e-Builder or program database. - Download all project expenditures from Oracle for upload into Cost database, manage exceptions, and evaluate and advise on any expenditure adjustments. - Reconcile data in Cost system and client’s Oracle accounting system. •Periodic Reporting Deliverables - Work as a team with colleagues in Cost to prepare monthly and quarterly program-wide reports for client and funding agency needs. - Use e-Builder to collect narrative project updates from PMs and incorporate into the monthly Program Status Report. - Responsible for mentoring and training CTA project team members who assist in the production of monthly and quarterly reporting. - Help develop quarterly reporting and presentations as required by funding agencies. •Ad Hoc Reporting - Assist the client in the production of immediate priority ad hoc reports.
Soft Skills •Interpersonal skills and emotional intelligence required to build rapport with project teams and lead successful meetings. •Organizational skills and attention to detail required to support 40+ concurrent projects in differing phases. •Working as a team with Cost colleagues is required to complete periodic and ad hoc reporting deliverables that are often on short notice. •Ability to understand the client’s priorities and align work product accordingly. •Ability to perform at a high level in an ever changing and high pressure environment.
Experience Requirements •Experience on large Capital Construction Programs preferred. •Ability to understand complex construction business concepts. •Understand the different project delivery methods and various types of contracts for construction and professional services (CM, OR, A/E, DoR, GEC, etc.). •Advanced skills in Microsoft Excel including pivot tables. •Experience with project management information systems like e-Builder, Prolog, Oracle Unifier, or PM Web required. Specific experience with e-Builder a plus. •Experience with ERP accounting systems preferred. •Cross-functional project controls experience preferred.
Education •Candidate should possess a related degree in finance, engineering, accounting, or construction management and have 5+ years (post-graduation) of project experience providing cost controls on large construction projects (greater than $50,000,000).
The job location is in downtown Chicago, IL. No relocation assistance will be provided with this position. Local candidates are preferred.
